When a flying saucer lands on the Pritchard family's shed roof, Matthew and his Dad are too busy building a "cat tree" to notice what's happening. The cat tree is supposed to be for their pesky cat, Rosko, to sharpen his claws on. The aliens onboard the saucer quickly strike up a conversation with Rosko. Rosko convinces the rat-like aliens that cats are the dominant species on Earth by showing them the neighbour's slobbering, angry dog. "There are dogs of course. But just look at them!" he adds.
The aliens "entrust" Rosko to help them carry out a "survey" about the sorts of things on Earth that are undesirable. They give Rosko a devastating device, which allows him to zap things he doesn't like into Dimension X. Little does the arrogant Rosko know that he has been duped, and that he holds the future of humanity, and the Earth itself, in his paws.
