After the loss of her fiancée during the war, a devastated Flora Ferguson returns home to Southampton, alone and desolate. She finds new meaning through her devotion to the street-children who live around the docks and is determined to help free them from their poverty and squalor.
Through her work she meets the handsome and dedicated Dr Richard Drake, who shares her compassion and desire to help. They soon fall in love, but Richard is already married to the spoilt and selfish Lucy. Meanwhile Flora's efforts to improve the conditions in the docklands also earn her the dangerous enmity of Jack la Selles, a powerful underworld figure who can be deadly when crossed.
