The international terrorist Storm Crow - real name Ismael Boese - languishes in jail, after the threat to explode a chemical bomb in London. He has received no mail, accepted no visitors until terrorism expert Dr Benjamin Dubin arranges to interview him. Boese abruptuly curtails the meeting and smuggles a message to his partner: "We have been betrayed."
On his way to trial, in the bloodiest manner imaginable, the Storm Crow breaks free.
Leaving a new trail of death in his wake, Boese announces himself once again on the world stage. SO13 Detective Jack Swann follows him from the UK to the United States where he teams up with FBI undercover agent Harrison. But Harrison believes Swann is responsible for compromising his cover to the militia the previous year and nearly getting him lynched.
Somehow, these two must try to second-guess Boese. Why is he leading them from Georgia to Nevada in an apparently motiveless murder spree? Swann and Harrison pursue him - but as they draw closer, a terrible realization dawns . . .
