Fourth Edition.
Although the HTML 4 specification itself hasn't changed in the last two years, the way people use HTML has changed significantly. A new edition is necessary to keep up with this change and to provide examples and discussions in the context of the way people use HTML today. Even though new technologies (Java, XML, scripting, etc) enable people to do so much more with the Web, in the end it all comes down to the HTML.
