Joe, a lonely dog, helps Hoppy, a gull who lost part of one leg while struggling to free himself form between two rocks, and the two become good friends. But Gus, Joe's owner, dislikes gulls and won't let Hoppy into his lemon-ice stand. When Gus has to give up his stand, he decides to take Joe and move south, where Hoppy has always dreamed of living - but how can the injured gull get there on his own?
