If you're a working kid in Cottoncroft and want to stay healthy, part of your pay goes to Froggy Flitcroft, small-time racketeer and boss of a gang called Push. Flitcroft Staff Services, the legitimate business Flitcroft and his wife run as a front for their illegal activities, is sufficient cover to keep the police happy. Fed up with paying Flitcroft's levy to Push operatives who are also their classmates, Maisie Malin and her friends form Pull, an outfit pledged to defy Froggy and his gang. Trouble is, Push can call on the services of adult thugs as well as youngsters and things go badly for the kids in Pull. When Flitcroft gets involved in a new, sinister racket, Pull gets its one chance to topple him, but to do so its members must take an appalling risk.
