In May 1914, both copies of a secret treaty between the USA and Great Britain are apparently lost forever - one in a shipwreck and the other in a train which fell into a river after the collapse of a bridge. The treaty promised a huge sum of money to Great Britain, to be paid during the First World War, in return for which Canada would be given up to the USA after the war's end. The American President wants the treaty - whatever the cost.
