Buckley graduated from the California Maritime Academy with a BS in Nautical Science. He began his sailing career as an able seaman aboard a U.S.-flag merchant vessel. After only five years he received his unlimited master's license, and has sailed as master for eight years on tramp and liner vessels. Buckley received certification in first-class pilotage, and received his MBA from Golden Gate University in 1985. During that same year, he joined the faculty at California Maritime Academy and currently holds the academic rank of professor in the Department of Marine Transportation. In 2006 he received a PhD from Capella University in Organization and Management with a Specialization in Leadership. Buckley is the coauthor of The Business of Shipping, 8th Edition.
